What, if anything is being done to curtail the cost of lighting,heat and rent ceilings for apartment dwellers?

Salaries wages are not going up. Why are the minium wage to middle cles being penalized? Nobody is representing us! It seems that the enegy companies are being given free range to do whatever they want to when it comes down to raising costs with no limits. The commissioners governing them only rubber stamp the approval of those raises. What can be done?
