I jump started my car and it sputters?

I have a 1995 dodge neon.Their is power to everything outside the car but the car wont start.I turn the key and nothing happens no lights or anything comes on.So I jump started it.All it did was sputter and then nothing.I think I need a new ignition switch but why would my car sputter and no lights or anything work?Battery was tested alternator was tested and starter solenoid was tested their all working fine.But why wont my car start?
